Combine mustard, paprika, brown sugar, salt. Combine Worchestshire sauce, vinegar, ketchup; add to mustard mixture; add to meat. Add 1 cup water; stir; cover. Cook over low heat for 2 1/2 hours or until meat is tender. Blend flour with remaining water; and add to meat mixture; stir until thickened. Boil noodles, drain, and serve meat over noodles.
